Description
While COP31 is billed as an implementation COP, some of its most consequential outcomes will still emerge from the negotiations. This session will provide an overview of the key negotiation tracks to follow in Antalya. On mitigation, Parties are due to decide whether, and in what form, the mitigation work programme under the UNFCCC continues beyond 2026. On adaptation, they need to agree on next steps for making the Belém Adaptation Indicators operational. On just transition, they are expected to give shape to a new mechanism agreed in Belém. Climate finance will also feature prominently across multiple negotiating tracks, from dedicated finance items to discussions on adaptation finance, making it a thread that runs throughout the two-week agenda. Finally, the second global stocktake (GST2) will start in Antalya, marking an important milestone for assessing collective progress towards the goals of the Paris Agreement.
This session will draw on recent work of the OECD-IEA Climate Change Expert Group (CCXG) to explore what is at stake across these key negotiating tracks, where views diverge and what success at COP31 could look like.
