From plans to pipelines: What country-led investment means in practice

OnlineNov 4, 2026 | 10:30 AM - 12:00 PM

Description

Developing countries have set out their priorities in NDCs, adaptation plans and national development strategies, yet few of these become pipelines of investable programmes that public and private financiers can back. Understanding where, in the real world of policy and investment decision-making, the links between strategy, policy and investment breaks down, and how international support can best help address these challenges, is key to scaling up investment to meet climate and development needs. This session will explore what country-led investment means in practice. Country platforms are one vehicle, but the core challenge is integration: linking strategies to fiscal frameworks and budgets, combining public, concessional and private finance by design, and aligning sectors and institutions behind one government-owned investment plan. Partner-country governments, development co-operation providers and experts will discuss three questions: - Where does the transition from strategy to investable pipeline break down? - How can public and private investment work together across sectors to support implementation? - What do development partners need to do differently to ensure their procedures strengthen national systems rather than bypass them?
