About the Ministerial Summit  

Promoting integrity, improving public services and rebuilding citizen trust have been the core objectives of the Latin American and Caribbean (LAC) Regional Programme on Governance. Yet, whilst LAC countries have made considerable efforts to promote good governance, public trust has continued to decline since the 2008 economic crisis, and in 2022 only a third (36%) of the population in Latin America reported to trust their national government (OECD, 2024). Regaining people’s trust in public institutions is critical in the region, as countries build consensus on a new social contract, as well as for ensuring a sustainable and inclusive growth, reinforcing democratic institutions and effective functioning of public administrations. The erosion of trust puts democracy at risk, encourages political polarisation, and undermines prosperity and social cohesion by reducing citizens, investors and consumers confidence. It also weakens the effectiveness of public policies, programmes and regulations that depend on citizens’ consent and compliance.

The 2025 Ministerial Summit will build on the implementation of the 2018 Action Plan on Integrity for Good Governance with specific focus on Restoring trust with Integrity and Anti-corruption, Good Governance of Infrastructure and Investment, Digital transformation of the public administration for improving efficiency, effectiveness and openness, Public Finances and Responsible Business Conduct. It sets the Ministerial Summit as a catalyst to advance work on the priority areas and support countries’ implementation of the Action Plan.
