Engineer Leo Van-Troi Mercedes Suero is a renowned specialist in technological infrastructure, cybersecurity, and telecommunications project management, with a professional career spanning over 27 years.
Mr. Mercedes holds a Master’s degree in Communication Systems and Networks from the Polytechnic University of Madrid, and a Bachelor’s degree in Electronics and Communications Engineering from UNAPEC. His professional experience includes key positions at major technology companies such as Huawei Technologies, Orange Dominicana, and Digicel Group, as well as leadership roles in public sector projects focused on modernizing telecommunications and emergency response systems—most notably his involvement in the National Emergency System 9-1-1.
In February 2025, he was appointed Chief of Staff at the Government Office of Information and Communication Technologies (OGTIC), becoming a key figure in driving innovation and digital transformation within the Dominican State. In this capacity, he coordinates strategic technology initiatives aimed at optimizing public services, modernizing the government’s digital infrastructure, and strengthening information security—ensuring integration and efficiency across state technology platforms.
