Description
Lawyer specialized in Compliance, Public Integrity, Public Law, and Corporate M&A, with solid experience in designing and implementing compliance systems and risk management frameworks in both the public and private sectors. He currently serves as Undersecretary for Monitoring and Strengthening Public Integrity at the General Secretariat of Public Integrity of Ecuador, leading the implementation of policies, technical standards, and integrity systems in Executive Branch entities, with a focus on anti-corruption, anti-money laundering, and criminal liability.
In the compliance field, he has experience in building management models aligned with international standards (ISO 37001, ISO 37301, ISO 31000, COSO), strengthening institutional capacities through risk analysis, the establishment of effective internal controls, audits, and monitoring methodologies. He has driven organizational optimization processes, promoting efficiency, transparency, and the incorporation of technological tools for real-time monitoring and early risk detection.
Committed to strengthening the culture of integrity, he leads training and capacity-building programs for different hierarchical levels, aimed at raising awareness on public ethics, accountability, and good compliance practices, thereby contributing to building more reliable, transparent, and results-oriented public management.
He also has extensive experience in the private sector, advising national and international companies on complex mergers, acquisitions, and corporate restructuring transactions, covering negotiation, agreement structuring, due diligence, and the resolution of contractual and regulatory issues. His practice combines a strategic and preventive approach that ensures operations are aligned with business objectives and the applicable regulatory framework.
His professional purpose is to integrate expertise in public integrity, compliance, and corporate law to strengthen institutions, build citizen trust, and support sustainability based on principles of ethics, transparency, and accountability.
