Block 1 Central Asia – Mobilising investment while managing the risks in critical minerals supply chains: an ambitious agenda
Central Asia holds vast yet under-utilised critical minerals reserves, offering significant potential for investments in countries such as Kazakhstan, the Kyrgyz Republic and Uzbekistan. As these governments modernize geological data, strengthen legal frameworks and signal openness to foreign investors, opportunities for responsible and high quality critical minerals’ value chain development are expanding. Building on the recent OECD publication on Advancing Security and Transparency for the Governance of Critical Minerals in Central Asia, this panel will explore how the region can attract such investment while addressing key governance, fiscal and environmental risks. Block 2 LAC – Addressing the missing links: from a lithium and copper provider region into a high-value industrial hub for battery and electric vehicle production?
Discussion on the policy and investment interventions required to integrate the Lithium Triangle (Argentina, Chile, Bolivia) and the Andean Copper Belt (Colombia, Ecuador, Peru, and Northern Chile) with LAC’s automotive sector (Brazil, Argentina, Mexico). Is regional battery and component manufacturing feasible to overcome the region's current lack of midstream processing capacity? How to attract and anchor international investment? What are the lessons from Indonesia’s value addition model? What are potential investment or technology transfer avenues from Japan and Korea? With leading production facilities, significant mineral endowments, and rising foreign investment flows, Southeast Asia is strengthening its position as a pivotal region for critical minerals. This session will explore the varying regional perspectives across Southeast Asia, showing how policymakers and industry leaders are adapting to changing market dynamics to attract high-quality investment while mitigating fiscal, environmental and social risks. Thematic questions include: What institutional capacity needs to be developed to attract a diversified base of foreign investment in downstream industries? How can traceability and responsible business conduct be strengthened without paralysing permitting? Are regional tools – such ASEAN Minerals Exploration Strategy – sufficient to strengthen regional cooperation while meeting the competing needs of member countries? Africa stands at a critical inflection point where its mineral wealth can either sustain extractive export models or enable industrial transformation. Realising this potential requires integrated rail, port and power infrastructure that connects mineral basins to processing and manufacturing hubs. What policy, regulatory and investment actions are needed to align minerals, connectivity and energy systems? How can governments, industry and partners coordinate to de risk corridors, attract private capital and enable regional value chains? Could integrated infrastructure be the catalyst for Africa’s industrial future and greater value capture?
