Block 1 Central Asia – Mobilising Investment while Managing the Risks in Critical Minerals Supply Chains: An Ambitious Agenda
Central Asia and the Eastern Partnership – Mobilising investment while managing the risks in critical minerals supply chains: an ambitious agenda (Tunnel-Taksim merged room, Odakule)
The countries of Central Asia and the Eastern Partnership hold vast yet under-utilised critical minerals reserves, offering significant potential for investments in countries such as Armenia, Kazakhstan, the Kyrgyz Republic, Ukraine and Uzbekistan. As governments modernise geological data, strengthen legal frameworks and signal openness to foreign investors, opportunities for responsible and high-quality critical minerals’ value-chain development are expanding. Building on the recent OECD work on the development of critical minerals in Ukraine and Central Asia, in particular, this panel will explore how the region can attract such investment while addressing key governance, fiscal and environmental risks.
Moderator: Mr. William Tompson, Head of Division, Eurasia, Global Relations and Cooperation Directorate, OECD
• H.E. Mr. Akyl Toktobaev, Minister of Natural Resources, Ecology, and Technical Supervision, Kyrgyz Republic
• Mr. Asatur Vardanyan, Deputy Minister of Territorial Administration and Infrastructure, Armenia

Latin America and the Caribbean – Addressing the missing links: from a lithium and copper provider region into a high value industrial development hub (Auditorium, Odakule)
This high-level dialogue explores the strategic transition of Latin America and the Caribbean from a primary provider of critical minerals like lithium and copper into a high-value industrial hub for the global energy transition. By bringing together government, industry, and civil society leaders, the session will examine the policy frameworks, international and regional cooperation, and the development of local human capital efforts needed to close the gaps in the critical mineral supply chain.

Block 3 South East Asia focus - Regional Perspectives on Developing Critical Mineral Strategies: Reliable, Responsible, Resilient by Design?
Southeast Asia – Regional perspectives on developing critical mineral strategies: Reliable, responsible, resilient by design? (Tunnel-Taksim merged room, Odakule)
With leading production facilities, significant mineral endowments, and rising foreign investment flows, Southeast Asia is strengthening its position as a pivotal region for critical minerals. This session will explore the varying regional perspectives across Southeast Asia, showing how policymakers and industry leaders are adapting to changing market dynamics to attract high-quality investment while mitigating fiscal, environmental and social risks. Thematic questions include: What institutional capacity needs to be developed to attract a diversified base of foreign investment in downstream industries? How can traceability and responsible business conduct be strengthened without slowing down permitting? Are regional tools – such as ASEAN Minerals Exploration Strategy – sufficient to strengthen regional cooperation while meeting the competing needs of member countries?

Block 4 Africa – Joining the Dots: Minerals, Connectivity and Africa's Industrial Future
Africa – Joining the dots: Minerals, Connectivity and Africa's industrial future (Auditorium, Odakule)
Africa stands at a critical inflection point where its mineral wealth can either sustain extractive export models or enable industrial transformation. Realising this potential requires integrated rail, port and power infrastructure that connects mineral basins to processing and manufacturing hubs. What policy, regulatory and investment actions are needed to align minerals, connectivity and energy systems? How can governments, industry and partners coordinate to de risk corridors, attract private capital and enable regional value chains? Could integrated infrastructure be the catalyst for Africa’s industrial future and greater value capture?
Moderator: Mr. Karim Dahou, Deputy Director and Head of China Unit, Global Relations and Cooperation Directorate, OECD (confirmed)
