Description
As a prominent Cambodian public official with nearly 25 years of experience in the government, H.E. Mr. HENG Sour has been appointed as the Minister of Labour and Vocational Training in August 2023, for the 7th mandate of the Royal Government of Cambodia where he leads national policy on labour rights, technical vocational education and training, social security, employment, and workforce development.
As Minister, he has spearheaded strategic advancements in Technical Vocational Education and Training (TVET) and championed skills development initiatives to align Cambodia’s workforce with the contemporary economy. He is deeply committed to improving labour conditions, fostering harmonious industrial relations, and protecting workers' welfare. Throughout his tenure, he has prioritized tripartite dialogues to negotiate higher labour standards, including minimum wage discussions and the expansion of social security.
He has also represented Cambodia in regional and global forums to strengthen international cooperation with partner nations and multilateral organizations. These efforts aim to bolster labour market and vocational training systems while promoting inclusive workforce development and cross-border collaboration.
Prior to his appointment as Minister, he held several senior leadership roles within the Ministry of Labour and Vocational Training, including Director General of Administration and Finance, Director of the Cabinet, and Secretary of State. These positions underscore his extensive tenure and deep institutional knowledge of Cambodia’s labour sector. Additionally, he has served as a member of the Supreme National Economic Council for over a decade, providing expert counsel on national economic strategy.
He holds a Master of Public Policy in Public Finance from Hitotsubashi University in Tokyo, Japan, one of the nation's premier institutions for public administration and economics. He also completed his undergraduate studies at the National University of Management in Cambodia.
Beyond his government responsibilities, HENG Sour is an active leader in several educational and professional networks. He currently serves as the Vice-Chairman of the Skills Development Fund Board and the President of the Technical Vocational Education and Training (TVET) Student Federation. Additionally, he is an Advisor to the Regional Centre for the Future of Work and previously served two terms as President of the Japan Alumni of Cambodia (JAC).
