Hélia Costa is an Economist at the Structural Policy and Research Division of the OECD Economics Department, working on the economics of climate change and adaptation. She has previously worked at the Environment and Economics Integration division. Before joining the OECD she worked as a research fellow at the London School of Economics, the Toulouse School of Economics, and the University of Oxford. She holds a PhD from the European University Institute, in Italy
