With over 25 years of experience working on climate change, energy, and environmental issues, Atty. Ibay presently heads the Climate Change and energy Programme of WWF Philippines and serves as the National Director of Earth Hour Philippines, leading efforts on the clean energy transition, sustainable cities, and climate resilience. She is Co-Chair of the Board of Directors of the Climate Action Network (CAN) International and a Technical
Adviser to the Philippine delegation to the UNFCCC. The first Climate Change Attaché of the British Embassy in Manila, she has worked at the Manila Observatory and the Department of Environment and Natural Resources, and chaired the National Renewable Energy Board’s Public Relations and IEC sub-committee. A graduate in Economics, she holds a Juris Doctor degree and has trained under UC Berkeley’s Beahrs Environmental Leadership
Program and the Renewables Academy (RENAC) in Berlin. Her expertise includes environmental law, climate policy and finance, just transition, and renewable energy legislation and policy.
