Paolo Rosso, engineer, is senior policy advisor to the OECD on local and rural development policies and to the Emilia-Romagna region (Italy) on European innovation networks and partnerships.
He has gained professional experience since 1990 and is currently working as a freelance, senior international expert. His main areas of expertise include policies for local and regional development, small and medium-sized enterprises, territorial innovation, regional, national and international co-operation initiatives and capacity building for local development.
In his career, he was an OECD official from 2017 to 2022 working as a policy analyst and capacity building specialist at the OECD Trento Centre for Local Development. Previously, Rosso worked with several international bodies, such as the OECD, the Inter-American Development Bank, European institutions and for various national and regional governments and agencies in Italy, Europe and Latin America.
