Description
Oulimata NDIAYE is a seasoned finance professional with over 20 years of experience, driven by a strong passion for financial markets. She began her career in consulting, quickly specializing in debt and interest rate risk management for local governments in France, supporting hundreds of public entities on financing strategies and risk mitigation over nearly 15 years.
In 2017, she joined UMOA–Titres as Head of Operations, attracted by the dynamic challenges of the WAMU government securities market. In 2019, she launched the States Advisory and Assistance Department, guiding WAMU member states in structuring their financing needs and addressing key issues such as debt sustainability and resource mobilization.
On October 1, 2023, she was appointed Managing Director of UMOA–Titres.
Beyond her role in regional economic financing, she is strongly committed to improving access to quality education and healthcare for women and children, reflecting her dedication to responsible and inclusive finance.
