Building on new OECD analysis, this session will examine how governments are adapting investment policies and security instruments in response to rising economic and national security concerns. The discussion will explore emerging policy trends, good practices and how governments can maintain transparency, predictability and openness while addressing legitimate security risks in a more fragmented global environment.

Spotlight 3A: Energy ecosystems – investment, resilience and the green transition
This spotlight session, organised jointly with BusinessatOECD, will focus on the evolving energy ecosystem, including electricity generation, batteries, clean energy technologies, electrification and related strategic value chains. Participants will discuss how different future scenarios could reshape investment patterns, supply chain vulnerabilities, industrial competitiveness and energy security, and what governments, IPAs and private investors can do today to strengthen resilience, accelerate sustainable investment and secure critical inputs and infrastructure.
Spotlight 3B: Digital ecosystems – investment, technology and strategic autonomy
This spotlight session, organised jointly with BusinessatOECD will focus on digital infrastructure, semiconductors, AI and digital applications, and the broader transformation of digital value chains. Discussions will explore how different future scenarios may affect investment in strategic digital sectors, including access to technologies, data, connectivity, skills and critical infrastructure. Participants will assess key vulnerabilities and opportunities, and discuss which policy approaches and partnerships can help sustain innovation, competitiveness and trusted cross-border investment.
