Description
Ms. Carla Morales Rojas is a political scientist with more than 25 years of experience in the design, implementation and evaluation of public policies. She has a solid academic background that includes a Master's Degree in Human Rights from the State Distance University, as well as a Bachelor's and Bachelor's Degree in Political Science from the University of Costa Rica. He specializes in areas of decentralization, local development and citizen participation, standing out for his capacity for political articulation, negotiation and management of technical teams for the generation of results with social impact.
In her professional career, her performance in senior public management as Vice Minister and Manager of Development Analysis at the Ministry of National Planning and Economic Policy (Mideplan) stands out. She has also led strategic planning in the Municipality of La Unión and has extensive experience as a consultant for international organizations such as the United Nations System, the IDB and the European Union. Her career is complemented by an outstanding academic work as a postgraduate professor at institutions such as the University of Costa Rica and FLACSO, in addition to being recognized as an international expert in the gender equality and childhood rosters of UNDP and UNICEF.
