Ilze Osa – Deputy State Secretary for Regional Development at the Ministry of Smart Administration and Regional Development of Latvia (VARAM), where she leads policy development and implementation in regional development, municipal governance, spatial and territorial planning, land management, and public participation in local government. Her work focuses on strengthening regional resilience, supporting municipalities, fostering civic engagement and public participation in local decision-making, and addressing development challenges in Latvia’s regions, including the Eastern border area.
She has extensive experience in public administration, regional and housing policy, construction governance, and legislative development.
Ilze holds a Master’s degree in Law and a Professional Master’s Degree in Public Administration (MPA). She has broad experience in policy planning, legal and governance reforms, interinstitutional cooperation, public participation in local government, and local government development.
