Dr. Piyawat Sivaraks, the Secretary-General of the Office of the Civil Service Commission (OCSC), earned a Bachelor’s degree in International Economics from Chulalongkorn University, Thailand. He later completed a Master’s degree and a Ph.D. in Public Policy from the Claremont Graduate University under the Royal Thai Government Scholarship. With a career dedicated to public sector human resource management, Dr. Sivaraks has been instrumental in modernizing the Thai civil service. Notably, he spearheaded the team that developed the first integrated talent management system for the Thai civil service. He has also played a key role in strengthening civil service HR frameworks, integrating improvements in compensation and performance management with robust discipline and ethics standards, while advancing the strategic future-ready workforce planning. His dedication to the public sector has been consistently recognized, including the Prime Minister Outstanding Civil Servant Award in 2001 and the Outstanding Thai Government Scholar Award in 2022. Most recently, his leadership was honored with the Personnel Management Association of Thailand: PMAT HR Award 2025 for Public Sector HR Professional of the Year.
