Description
Declan has been serving as Director-General of the Reform and Investment Task Force (SG REFORM) since 1 June 2026, overseeing the implementation of the Recovery and Resilience Facility (RRF), the coordination of the European Semester, and the implementation of the Technical Support Instrument (TSI).
He previously served as Deputy Director General in the Directorate General for Economic and Financial Affairs (DG ECFIN) (2019-2026), supervising DG ECFIN’s country desks, the implementation of fiscal surveillance under the Stability and Growth Pact, and the design and implementation of the RRF. From May 2014, Declan was the European Commission's Mission Chief for Greece under its Financial Assistance Programme.
Declan joined the European Commission in 1991. He holds a Degree in Economics from Trinity College Dublin and a Masters' Degree from the College of Europe in Bruges.
