Barry is IBM’s Government and Regulatory Affairs Executive in Ireland, and represents the company on a range of digital policy and regulatory topics across Europe, with a particular focus on artificial intelligence. Barry co-chairs the OECD Expert Group on Implementing Trustworthy AI, having earlier been a member of the expert group that drafted the OECD AI Principles, published in 2019 and subsequently adopted by the G20. He is a Vice Chair of the Committee on Digital Economy Policy for Business at OECD, which has a broad remit covering digital policy generally. Barry is also IBM’s representative at the Council of Europe’s Committee on Artificial Intelligence (CAI), which is working on a legal framework to protect human rights, democracy and the rule of law in light of the new challenges posed by AI systems. In Ireland, Barry is a member of the Government's Enterprise Digital Advisory Forum, and has recently completed a two-year term chairing Ibec’s Digital Economy Policy Committee,. Barry has over 30 years’ experience in IBM in a variety of roles including systems engineering, consulting, operations management, and public policy. His career is grounded in the practical implementation of digital technology to solve real-world problems, including 7 years as a consultant. Barry has built a strong reputation for effectively bridging the worlds of technology, business, and policy.
