Description

Petra Kelly is an Economist in the Science and Technology Policy Division of the OECD Directorate for Science, Technology and Innovation (STI). She coordinated analytical work on an OECD monograph Measuring Science and Innovation for Sustainable Development (2025). She also contributes to the MABIS (Measurement and Analysis of Business Innovation Support policies) project, which develops frameworks and data infrastructure to map and quantify government support for business innovation across countries. Before joining the OECD, Petra worked as a policy officer at the European Commission and a consultant at the European Central Bank, focusing on climate policy and sustainable finance, and the economics of environmental innovation. Petra holds an MSc in Environmental Technology from Imperial College London and a BSc in Environmental Policy from the London School of Economics.
