DOI Kentaro is Vice-Minister for Global Environmental Affairs at the Ministry of the Environment of Japan. With over 30 years of experience in environmental governance, he has led key roles including the Global Environment, Environmental Management, and Environmental Regeneration and Resource Circulation. His career reflects a strong commitment to leveraging synergies at the local and national level during planning and implementation, promoting integrated actions to reduce policy fragmentation and enhance coherence. Mr. Doi actively emphasizes the importance of local synergies on the ground, recognizing their role in delivering effective and inclusive solutions. He has shared this vision at major platforms such as the UN General Assembly and the High-Level Political Forum. Known for his innovative thinking, Mr. Doi initiated “Cool Biz,” a nationwide lifestyle campaign launched in 2005 to reduce energy use by encouraging light clothing and moderate air conditioning. It has since become a well-established practice across Japan, embraced by government, business, and civil society. He began his career at the Ministry of Health and Welfare after earning an engineering degree from the University of Hokkaido, and has contributed to environmental recovery through regional postings in Fukushima.
