Gemma O’Reilly is an economist with the Climate Change Advisory Council Secretariat. She has worked with the EPA Climate Research Programme in the area of socioeconomic, technology and transition management. She has been a regular member of the Ireland and EU delegation to the UNFCCC including the 2015 Paris conference. She negotiated elements of climate finance in the Paris Agreement. Gemma is also on the bureau for the OECD’s Working Party on Climate Investment and Development (WPCID). Gemma was previously an economist for the UK government working on water quality, climate change and transport modelling. She holds an M.Sc. in Environmental Policy, an M.A. in Economics and B.A.(hons) in Economics and Philosophy.
