Description
As a Mining Engineer & Economist, he is passionate about mining taxation issues.
He worked for four years as Public and Institutional Relations Manager for State Power Investment Corporation's alumina project in Guinea (SPIC-Guinea), before pursuing a Master's degree in Economics at the École des sciences de la gestion de l'Université du Québec à Montréal (ESG UQÀM), in Canada.
His expertise covers governance in the extractive industries (mining and petroleum), economic and financial evaluation of mining projects, mining taxation, management and compliance of mining projects, mining operations and the structuring of major mining infrastructure projects in the form of public-private partnerships (PPPs).
He has provided consultancy services to GIZ - the German Agency for International Development Cooperation - as part of its Regional Governance of the Extractive Sector in West Africa (GRSE) programme to train Guinean public administration executives in advanced financial modelling of mining projects. He also worked with experts from RDF - Revenue Development Foundation to help identify risk indicators for securing mining revenues in Guinea.
Before joining the Ministry of Mines and Geology as Economic and Fiscal Advisor to the Minister, he worked for the international consulting firm CPCS, based in Canada and specialising in Infrastructure Consulting & Management in the fields of Transport, Energy and Public Private Partnerships (PPP), as Consultant and Local Coordinator of the Technical Assistance Project for (i) the Implementation of the Integrated Mining Projects Coordination Support Office (BAC), (ii) Financial and Commercial Advice and (iii) the Strategic Development of Guinea's Mining Sector, financed by the African Development Bank (AfDB).
