Originally from Santander, he holds a Master in Public Administration (MPA) from Harvard University and a Master’s in Public Affairs from the Paris Institute of Political Studies (Sciences Po). He earned his undergraduate degree in Government and International Relations from Universidad Externado de Colombia.
He has held several public sector leadership roles, including Director of Organizational Development at the Administrative Department of Public Service; Acting Director of Decentralization and Regional Development; Deputy Director of Territorial Institutional Strengthening; and Deputy Director of Monitoring, Follow-up, and Evaluation of Royalties at the National Planning Department. He also served as an advisor to the Office of the Attorney General of Colombia (PGN), working in the Transparency and Right of Access to Public Information Group and in the Delegate Office for Decentralization and Territorial Entities. Additionally, he has been a consultant for the Ministry of Finance and Public Credit and an analyst at the Royal Bank of Scotland (RBS) in Paris.
He is currently a columnist for Vanguardia newspaper and a university lecturer in public management at Universidad Externado de Colombia and Universidad Autónoma de Bucaramanga.
