Economist and Master in Political Studies from the National University of Colombia, with a specialization and a Master's degree in Finance from Universidad de los Andes. He currently serves as Advisor to the Office of the Minister of Finance and Public Credit and as Technical Secretary of the Competencies Law Project. He has served as Deputy Director General of the Agustín Codazzi Geographic Institute (IGAC), as a senior official at Bogotá’s Cadastre where he led the Technical Cadastre Observatory, and as an advisor in the formulation of the Framework Plan for the Implementation of the Final Peace Agreement. His experience spans applied economics, fiscal policy, decentralization, territorial development, local public finance, and multipurpose cadastre. He has worked as a lecturer and researcher at universities such as the National University, Externado, Military University Nueva Granada, Javeriana, La Salle, and the School of Public Administration (ESAP).
