Lawyer, graduate of the University of Cauca. Specialist in Public Law and in the Management of Territorial Entities, and holds a Master’s degree in Municipal Government from the Externado University of Colombia. Currently pursuing a Ph.D. in Law at the Catholic University.
He is a professor, lecturer, and speaker, as well as the author of several works on legal topics and a member of various scientific and academic societies.
He served as Secretary General of the Senate of the Republic for 12 consecutive years, a position in which he ensured the efficient and effective processing of legislative acts and laws with the highest legal standards.
He also served as Secretary of the Congressional Committee on Territorial Planning for 17 consecutive years, during which he contributed to the development of regulations for territorial entities and oversight bodies, participated in the drafting of the Ethics and Disciplinary Codes, and was involved in major reforms of the State, the Judicial System, and the balance of powers.
He was the driving force behind CAEL, the Congress University, where he energetically led academic, scientific, and research strategies to strengthen legislative work.
He is a strong supporter and promoter of culture, music, and the visual arts.
As Attorney General of the Nation, he is committed to fostering dialogue to build consensus around major national issues and to taking the institution to regions with the greatest lack of state presence.
He has also expressed a strong interest in intensifying efforts to defend human rights—one of the main missions of the Attorney General’s Office—strengthen preventive actions against corruption, and serve as a guarantor of the electoral process.
