A lawyer from the Externado University of Colombia, he holds a specialization in Comparative Public Law from the University Institute of European Studies in Turin (Italy), and a specialization in Legal Argumentation from the University of Alicante (Spain), where he also earned a Master’s degree in Spanish and International Law and a PhD in Current Issues in Spanish and International Law from Alfonso X El Sabio University.
Among the achievements of this academic, environmentalist, and peace advocate—well known for his work in defense of Colombian agriculture and the rights of rural communities—are his significant contributions as a Senator of the Republic to key legislative initiatives such as: the Organic Law on Territorial Planning, the creation of the Animal Rights Caucus in Congress, the Victims' Law, the Fiscal Sustainability Constitutional Amendment, and the Tree Law, among others.
As Minister of Justice, he also promoted alternative dispute resolution mechanisms and local justice systems.
