Miquel Vidal-Bover is a Policy Analyst at the OECD’s Centre for Entrepreneurship, SMEs, Regions and Cities, working in the Decentralisation, Subnational Finance and Infrastructure Unit. In his work, he provides expert support to OECD and non-OECD countries undertaking decentralisation reforms, most recently Belgium, Colombia, Croatia, Finland, Spain, Peru and Uzbekistan, among others. His work focuses on strengthening multi-level governance frameworks, particularly through quantifying and addressing unfunded mandates. He has authored several journal articles and OECD working papers on these topics and is a core contributor to the OECD–UCLG World Observatory on Subnational Government Finance and Investment. In Colombia, he provides expert guidance in the Advisory Committee created by the Colombian administration to discuss the new Law of Competence Allocation. Before joining the OECD, Miquel worked as an analyst for UN Women, the Council of Europe and the OSCE. He holds an MSc in Local Economic Development from the London School of Economics.
