Cesar Parga leads the Organization of American States (OAS) program on competitiveness and on science and technology. He provides thought leadership, technical expertise, and partnership development. He engages with leaders in government, private sector, and academia to conceptualize and implement innovative approaches to collaboratively tackle the main development challenges of the Americas. Their initiatives encompass such efforts as ministerial dialogues, exchanges of best practices, and multidisciplinary cooperation networks. Cesar has 20+ years of experience guiding partnership efforts, capacity building programs, country missions, and private sector development projects in more than 25 countries. Some programs he is currently guiding include the Americas Competitiveness Exchange (ACE), the Network of Centers of Excellence and the OAS Youth Academy on Transformative Technologies. These initiatives promote research collaboration on technology foresight, skills development and certifications on AI, augmented reality, and advanced computing, among other areas of priority for the Americas. Cesar is an attorney from the University of Guadalajara, Mexico, with a master’s degree on international law and intellectual property from the George Washington University Law School and a postgraduate international trade certificate from the University Institute of European Studies in Italy. He served as adjunct professor of law at Georgetown Law on international trade (2008-2019) and visiting researcher at the National University of Singapore.
