Description

Miyoshi Toshiyuki was appointed Vice Minister for International Affairs of the Financial Services Agency (FSA), Japan’s financial regulatory body, on 22 July 2025. He represents the FSA at the Financial Stability Board (FSB) and other international bodies for financial regulation and supervision. He has also served as Chair of the IFRS Foundation Monitoring Board since August 2025 and Vice Chair of the Corporate Governance Committee of the OECD since January 2025. Prior to the current position, Mr. Miyoshi headed the FSA’s international affairs group as Vice Commissioner for International Affairs from July 2023 to July 2025. He was a member of the Basel Committee on Banking Supervision and an alternate member of the FSB’s Standing Committee on Supervisory and Regulatory Cooperation. From June 2022 to July 2023, Mr. Miyoshi was Deputy Director-General of the Supervision Bureau and worked on supervision of Japan’s major banks and insurance companies as well as branches and subsidiaries of foreign banks and insurance companies in Japan. He also led the work on financial sector issues at the G20 and G7 from July 2020 to July 2024. Before moving to the FSA, Mr. Miyoshi was division director at Japan’s Ministry of Finance (MOF) from July 2014 to July 2020. He played a central role in developing the G20 Principles for Quality Infrastructure Investment and the debt sustainability agenda under Japan's G20 Presidency in 2019. From June 2016 to July 2018, Mr. Miyoshi was responsible for organising the MOF's work on G20, G7 and IMF issues. From July 2014 to June 2016, he was division director at the MOF’s Financial (Treasury) Bureau responsible for developing debt management policy and auctioning Japanese government bonds. Mr. Miyoshi was also a member of the steering group of the OECD’s Working Party on Public Debt Management from 2016 to 2018. From 2010 to 2014, Mr. Miyoshi was senior economist at the IMF's Strategy, Policy, and Review Department. He led a staff team for a Board paper on "Stocktaking the Fund's Engagement with Regional Financing Arrangements" (2013), which provided a landscape of regional financing arrangements (RFAs) and put forward broad options on how to enhance cooperation between the IMF and RFAs. A Japanese national, Mr. Miyoshi got a Bachelor’s degree in public law at the University of Tokyo and a Master of Philosophy in Politics at the University of Oxford.
