Description
Alexandre Pointier is the Founder of Atlas Advisory, where he advises governments on public governance reform, state capacity, and economic and financial policy. He is the author of L'État incapable (Allary Éditions, 2026), which argues that the main challenge facing the French state is a gradual erosion of its capacity to act, and proposes an operational agenda to rebuild that capacity. He also writes regularly for Le Grand Continent. An Inspector of Finance at the French Ministry of the Economy and Finance, he has led evaluations of major public policies, including official development assistance and support for international infrastructure projects. He subsequently joined the French Development Agency (AFD Group), serving as Deputy Chief Executive Officer of Proparco before becoming AFD Country Director for Senegal, The Gambia, Cabo Verde and Guinea-Bissau.
More recently, he served as Chief of Staff to the Minister Delegate for Foreign Trade and to the Minister of State for International Partnerships. Before entering public service, Mr Pointier spent ten years in investment banking in London, including as Global Head of Structured Credit Trading at Barclays Capital and in senior trading positions at Deutsche Bank and BNP Paribas. Mr Pointier is a graduate of the École nationale d'administration (ENA), holds a Master of Public Affairs from Sciences Po Paris, and an engineering degree from the École nationale supérieure des Mines de Saint-Étienne.
