Description

Conrado Ricardo Ramos Larraburu is the Secretary General of the Latin American Center for Development Administration (CLAD). He holds a PhD in Political Science from J.W. Goethe Universität and is an academic and international expert in State reform, civil service systems, and public management. In his current role, he leads cooperation, research, and institutional strengthening initiatives across Ibero-America, contributing actively to the debate on administrative modernization and democratic governance in the region. He previously served as Director of the National Civil Service Office (ONSC) of Uruguay, Senator of the Republic (2015–2020), and Deputy Director of the Office of Planning and Budget (OPP). He has also worked as a consultant for international organizations including the World Bank, the IDB, ECLAC, and UNDP.
