Description

Stuart Levey joined Oracle Corporation as Executive Vice President and Chief Legal Officer in November 2022. In that role, he oversees all legal matters globally for the company, including litigation, privacy, corporate governance, intellectual property, compliance and ethics, and M&A. Before joining Oracle, he was the CEO of the Diem Association, a group of 27 member companies that sought to build and deploy low-cost, blockchain-based payment rails with robust controls to protect consumers and combat financial crime. From 2012 through 2020, Stuart was the Chief Legal Officer of HSBC Holdings, where he oversaw a global legal department with more than 900 lawyers in 50 countries. Prior to HSBC, Stuart spent over a decade in senior US government roles. From 2004 through 2011, he was the U.S. Treasury Department’s first Under Secretary for Terrorism and Financial Intelligence. Originally a political appointee of President George W. Bush, Stuart was asked to remain in his position by President Obama. As Under Secretary, Stuart developed and executed financial strategies to counter threats to U.S. national security and protect the integrity of the international financial system. He led the U.S. government's efforts to disrupt financial networks supporting terrorist organizations, implemented financial measures against proliferators of weapons of mass destruction, and played a central role In U.S. and international strategies to pressure the regimes in Iran and North Korea. Stuart also served in senior roles at the Department of Justice from 2001 through 2004, including as Principal Associate Deputy Attorney General. Before entering public service, he was an associate and then a partner at Miller, Cassidy, Larroca & Lewin from where he specialized in white collar criminal defense. Stuart clerked for Judge Laurence Silberman on the U.S. Court of Appeals for the D.C. Circuit. He graduated from Harvard Law School, magna cum laude, and from Harvard College, summa cum laude. He also served on the United States Holocaust Memorial Council from 2016 through 2020. Stuart grew up in Akron, Ohio. He is married to Annette Levey and has two daughters.
