Unlocking climate finance for nuclear energy in emerging economies

Description
As countries gather at COP30 to accelerate progress toward net-zero and sustainable development goals, many emerging economies are exploring nuclear energy to expand energy access, strengthen energy security and meet rising demand. Yet, financing remains the central challenge. Energy markets today are very different from those in which the first wave of nuclear plants was built: utilities have been liberalised, risk allocation expectations have shifted and private capital now plays a critical role.
This session builds on recent momentum - including commitments from global financial institutions and evolving positions at Multilateral Development Banks (MDBs) - to examine practical financing models that emerging economies can apply. The discussion will highlight lessons from early programme preparation in the Global South, the importance of sovereign support and regulatory clarity, and the role of MDBs in de-risking projects and mobilising blended capital.
