Biography
Sam Muller is a social entrepreneur, strategic adviser, and change leader with deep expertise in justice systems, human rights, ESG, and governance. Through his firm, Justice Compass Advisors, he supports leaders on strategy, innovation, and change management.
For over 25 years, Sam has held senior executive and board positions in international organisations and multi-stakeholder initiatives, driving reform and innovation in complex environments. As an international official, he played a key role in establishing the International Criminal Court and expanding the Yugoslav Tribunal. He later founded and led both the Hague Institute for Innovation of Law (HiiL) and the Wildlife Justice Commission (WJC).
Sam has worked with ministers, chief justices, civil society leaders, and CEOs across Africa, the MENA region, and beyond. He has led major transformations, built cross-sector partnerships, developed long-term strategies, and secured large-scale funding agreements — often in politically sensitive and fragile contexts.
His board experience includes serving as Chair of WWF Netherlands and the Wildlife Justice Commission, and as a member of the WWF International Board. He currently serves on the Management Board of the EU Fundamental Rights Agency, and has previously been a member of two Global Agenda Councils of the World Economic Forum.
Widely recognised for his ability to navigate institutional complexity, align global standards with local realities, and foster innovation, Sam received the Tällberg–SNS Global Leadership Prize in 2022 and a Dutch Royal Decoration in 2024 for his contributions to justice, democracy, and conservation.
