Welcome Message from Spain, host of the 2025 Justice Roundtable

Spain is honoured to welcome you to Madrid for the 2025 OECD Global Roundtable on Equal Access to Justice, co-hosted by the Ministry of the Presidency, Justice and Parliamentary Relations and the OECD. We are pleased to convene Ministers, Attorneys General, senior officials, and practitioners from around the world to engage in dialogue, share experiences, and help shape the future of justice.

This year’s Roundtable takes place at a time of deep shift. Justice systems are increasingly called upon to respond to complex legal needs and social justice challenges, in a context shaped by digital innovation, climate-related events, and evolving public expectations. Ensuring that justice is accessible, responsive, and focused on people’s real needs is more crucial than ever.

Over the course of three days, the Roundtable will provide a platform for strategic and technical dialogue. The Justice Leaders’ Dialogue, co-organised with the OECD and in collaboration with the Spanish Agency for International Development Cooperation (AECID), the Open Government Partnership and the Pathfinders for Peaceful, Just and Inclusive Societies, will bring together high-level participants to set priorities for international cooperation. The Justice Policy Forum and Technical Roundtables will enable in-depth discussions on the key issues shaping the justice systems of tomorrow – from trustworthy artificial intelligence and justice data ecosystems to climate-responsive justice and local service delivery.

As host country, Spain is proud to contribute to this global conversation by sharing our own experience and fostering peer learning among countries committed to advancing the OECD Recommendation on Access to Justice and People-Centred Justice Systems. Spain is currently undergoing the most significant transformation of its justice system in decades – a series of reforms aimed at building a Public Justice Service that is agile, more efficient, and closer to the citizens. We are therefore delighted to bring this initiative to the international stage.

We hope this Roundtable inspires concrete action and renewed partnerships to strengthen justice as a public good – one that supports individual well-being, democratic legitimacy, and shared prosperity.

About the Event

As part of the OECD Reinforcing Democracy Initiative, the OECD Global Roundtable on Equal Access to Justice has fostered international dialogue and policy exchange over the past decade. The Roundtable serves as an annual forum to support countries’ efforts to advance access to justice through people-centred justice, in line with the OECD Recommendation on Access to Justice and People-Centred Justice Systems.

This year marks the 10th anniversary of the OECD Global Roundtable on Equal Access to Justice. The 2025 OECD Global Roundtable on Equal Access to Justice will take place in Madrid from 12 – 14 November under the theme “Shaping the future of justice: building a system that earns trust and delivers shared prosperity”. Co-hosted with the Ministry of the Presidency, Justice and Parliamentary Relations of Spain, the Roundtable will bring together justice leaders and decision-makers to chart the next phase of action for effective and responsive justice systems.

The three-day programme will combine high-level dialogues with technical exchanges, offering a unique platform for peer learning and international cooperation. The flagship Justice Leaders’ Dialogue will open the Roundtable, convening Ministers of Justice, Attorneys-General and senior justice leaders to address pressing justice sector challenges, define strategic priorities and reinforce global cooperation. Following the Dialogue, participants will continue the discussions in the Justice Policy Forum and Technical Roundtable Sessions, where they will delve deeper into policy innovations, good practices and collaborative strategies to build future-ready justice systems.
