Biography

Dr Enrique Gil Botero is the Secretary-General of the Conference of Ministers of Justice of the Ibero-American Countries (COMJIB). A distinguished Colombian jurist, he has held several high-level positions in the legal and judicial spheres, including Minister of Justice and Law of Colombia, Justice and President of the Council of State of Colombia, and Member of the Inter-American Commission on Human Rights. Dr Gil Botero has also had a prolific academic career, both nationally and internationally. He is the author of numerous influential legal publications, including The State’s Non-Contractual Liability (8th International Edition, 2014), Conventionality Control in Colombia (3rd Edition, 2024), and The Constitutionalisation of Tort Law (2014), among others. His recent works include Foundations of the State’s Non-Contractual Liability and Universal Protection of Migrants’ Rights (both 2025). He has been honoured with several prestigious awards, such as the Medal of the Society of International Studies (2020), the Cross of Honour of the Order of Saint Raymond of Peñafort (2022), the White Distinction Cross of the Order of Police Merit (2023), and was named Honorary Academician of the Academy of Law and Jurisprudence of Spain (2024).
