Biography

Mr Franco is Vice President of the National Institute for Statistics and Geography of Mexico (INEGI), where he has led work on governance, crime, and justice statistics since 2009. He previously held senior roles in the Mexican Federal Public Administration (1997–2009), focusing on anti-corruption policies and the evaluation of government performance. Alongside his public service, he has taught Public Management, Public Administration, Public Policy, and formal models for policy analysis at universities in Mexico and internationally. At the global level, Mr Franco has chaired and contributed to scientific committees, expert groups, and high-level task forces dedicated to developing statistical systems, methodologies, classifications, and indicators. He works closely with organisations such as the United Nations Office on Drugs and Crime (UNODC), the Organisation for Economic Co-operation and Development (OECD), the United Nations Development Programme (UNDP), the Organisation of American States (OAS), the Inter-American Development Bank (IDB), the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Statistics Division (UNSD), and EUROCRIM. He holds a Master’s degree in Public Policy and Management from the University of Manchester, a Master’s degree in Public Administration from the Centre for Economic Research and Teaching (CIDE) in Mexico, and a Bachelor’s degree in Political Science and Public Administration from the National Autonomous University of Mexico (UNAM).
