Biography
Joanne Battistino is the Director of Justice Initiatives and Reforms at the Ministry for Justice of Malta, a directorate established in 2023 to drive transformation across the Maltese justice sector. In this role, she leads major national reform projects, including Malta’s first Digital Justice Strategy, the reorganisation of the Office of the Attorney General and the Office of the State Advocate, and the ongoing Family Court Reform. She is also responsible for analysing court data and advising the Ministry on enhancing the effectiveness and efficiency of the justice system.
Joanne represents Malta as National Correspondent to the European Commission for the Efficiency of Justice (CEPEJ) and serves as a member of the GT-Eval working group within CEPEJ, Council of Europe. She works closely with international organisations such as the Council of Europe, the World Bank, and the OECD, as well as national institutions and commissions related to justice and governance.
Her career began at Malta’s correctional facility, where she spent 13 years progressing from Assistant Manager to Manager of Operations, overseeing both the juvenile section and broader operational reforms. Joanne holds a Bachelor’s degree in Psychology and a Postgraduate Diploma in Probation Studies from the University of Malta, as well as an MBA from the University of Leicester.
Deeply committed to people-centred reform, Joanne continues to champion an approach to justice that prioritises human dignity, rehabilitation, and systemic effectiveness.
