Born in Madrid, but from Enguídanos, Cuenca. Graduate in Law, he is a career civil servant, group C, specialising in Public Treasury agents (on leave of absence), and a member of the Ministry of the Economy and Finance, group I, Senior Graduate, with a degree in Law (also on leave of absence). Affiliated to UGT in 1988. Head of Trade Union Action in the trade union section of the UGT in the Ministry of Economy and Finance and member of the Higher Staff Committee of the Ministry of Public Administration from 1989 to 1990. Lawyer, since 1990, with a diploma in Labour and Social Security Law, providing services for UGT, mainly through UGT-FICA. He combines the management of a law firm with teaching, being Associate Professor of Labour and Social Security Law at the Universidad Autónoma de Madrid; collaborating lecturer, specialising in Collective Labour Law, at the Centro de Estudios del Ilustre Colegio de Abogados de Madrid and at various training centres for lawyers. Corresponding member of the Royal Academy of Jurisprudence and Legislation. The 43rd Confederal Congress of the Unión General de Trabajadores y Trabajadoras, held in Valencia from 18 to 20 May, elected him Confederal Secretary.
