Victor Volman is the Director of the Observatory of the NGO “Argentinos por la Educación”. He holds a BA in Economics from the University of Paris I, an MA from Georgetown University and a PhD in Education from University of San Andrés. He has worked for the IDB, IIPE-UNESCO, and the Ministries of Education of the Autonomous City. of Buenos Aires and the Nation. E-mail: vvolman@argentinosporlaeducacion.org
