MAGISTER

He was born in Riohacha, La Guajira. He is a lawyer with a specialization and a master’s degree in Human Rights and International Humanitarian Law from Universidad Sergio Arboleda in Santa Marta. Throughout his career, he has held important positions in public administration, serving as Secretary of Government, Security, and Citizen Participation for the Government of La Guajira, and as Secretary of Government for the District of Riohacha. He has also served as Acting Mayor of Riohacha, Manaure, and Fonseca, and as Ad Hoc Mayor of Villanueva and Albania. Additionally, he worked as a lawyer for the District Education Secretariat of Bogotá, contributing to the strengthening of educational policies in the country’s capital. He is currently the Governor of La Guajira, where he leads strategies for the comprehensive development of the department, with a focus on security, education, infrastructure, and the strengthening of the tourism sector. His administration is centered on promoting initiatives that enhance the well-being of the people of La Guajira and drive the department’s growth. He has received multiple honors for his work focused on ensuring safety and peaceful coexistence in the District of Riohacha, and was named Public Official of the Year in La Guajira in 2021.
