Dolores Barrientos Alemán is the Representative of the United Nations Environment Programme (UNEP) in Colombia and the Focal Point for Andean Countries.
From 2011 to 2024, she served as UNEP Representative in Mexico, where she led the implementation of projects on biodiversity and poverty, climate change, governance, chemicals, e-waste, renewable energy, circular economy, plastic pollution, e-mobility, green finance, and nature-based solutions (NbS) in cities.
She comes from the financial sector: she was a Senior Regional Specialist in Climate Change and Sustainable Energy at the Inter-American Development Bank (IDB) and headed the International Finance division at Mexico’s National Bank for Foreign Trade (Bancomext).
She holds a Bachelor’s degree in Economics from Tecnológico de Monterrey (LEC 1988), graduating with honors, and a Master’s in Public Administration (MPA2/1995) from Harvard University’s John F. Kennedy School of Government. She is originally from Ciudad Victoria, Tamaulipas, Mexico.
