Lawyer and professional in Government and International Relations, with a specialization in Government and Public Policy, and extensive experience in both the public and private sectors at national and international levels. His career has focused on key areas such as territorial technical strengthening, the structuring of public policies for competitiveness and business innovation, and legislative coordination. Throughout his professional journey, he has developed a strong approach to socioeconomic development, international cooperation, and regional planning, standing out for his ability to build strategic alliances and engage effectively with decision-makers at all levels. He has an outstanding academic background, including studies at prestigious institutions such as Pompeu Fabra University in Barcelona, Universidad de los Andes in Bogotá, and Georgetown University in Washington, among others. Over the course of his career, he has led major initiatives, such as coordinating investment portfolios in strategic peace zones in Colombia, directing corporate relations at Terranium, and managing the Regional Management Office at the Colombian Institute of Family Welfare (ICBF), where he coordinated projects to support millions of children and adolescents across the country. Additionally, he has held key roles in public administration, such as leading the creation of the Caribbean Administrative and Planning Region (RAP Caribe), and coordinating Law 1962 of 2019, known as the Regions Law. He has also been responsible for designing strategies to strengthen the financial capacity of municipalities and implementing public-private partnerships that directly impact the reduction of extreme poverty in Colombia. Throughout his career, he has demonstrated a strong commitment to innovation, sustainable territorial development, and institutional strengthening, making him a recognized leader in the field of public-private cooperation and regional development management. His leadership and extensive experience in creating public policies and implementing strategic projects are a testament to his ability to drive meaningful change in the development of Colombia’s Caribbean region and the country as a whole.
