Description
Virginie Marchal is a Senior Policy Advisor in the Environment Directorate of the OECD, where she leads a team working on the economics of climate change and the role of Nationally Determined Contributions (NDCs) in driving climate action.
Over the past decade, Virginie has held several roles that helped shape the OECD's narrative on climate action, growth and development. She headed the Sustainable Infrastructure Program in Asia, a capacity-building and technical assistance programme to help countries align infrastructure investments with the Paris Agreement’s low-carbon and resilience objectives. She also spearheaded several collaborative projects, such as the Financing Climate Futures: Rethinking Infrastructure initiative in 2018—a collaborative effort between the OECD, World Bank, and UN Environment—and has contributed extensively to cross-cutting OECD projects focused on breaking siloes and whole-of-government approaches for the low-carbon transition.
Before joining the OECD, Virginie held various roles in the oil and gas industry in strategy and finance, including positions at BP Biofuels in London and Total in France and Argentina. She holds a Master in Management from HEC Paris, with a specialization in Entrepreneurship, and a Master of Public Affairs from Sciences Po Paris.
