Civil engineer with 20 years of professional experience and extensive expertise in the coordination, implementation, and management of infrastructure projects. In Paraguay, she has held senior public management positions, responsible for structuring public-private partnership and turnkey projects in the road, airport, and sanitation sectors, successfully implementing the national government’s strategic infrastructure plan during 2015–2018. Driven by challenges and accustomed to delivering results efficiently, she consistently pursues innovation in high-demand professional environments. She stands out for her strong management and organizational skills, decision-making ability based on analytical reasoning, strategic planning, and integration of multidisciplinary elements. She has a strong drive for excellence and exceptional interpersonal skills, including leadership, teamwork, communication, and relationship building. She is the first woman to hold this position in Paraguay’s history. Her leadership focuses on institutional modernization and transparency, advancing strategic projects such as the Bi-Oceanic Corridor, the Metropolitan East Corridor, and the development of sanitation works, drinking water, rural roads, and hospitals. She promotes an infrastructure vision with a social focus, integrating sustainability, efficiency, and technology, and works to establish Paraguay as a Regional Logistics Hub.
