Description

Carlos Fernández Valdovinos has been the Minister of Finance of the Republic of Paraguay since 2023. Minister Fernández Valdovinos holds a Master of Science in Policy Economics from the University of Illinois at Urbana Champaign and a Ph.D. in Economics from the University of Chicago. He also earned a Bachelor’s degree in Economics from the Federal University of Paraná in Brazil. Minister Fernández Valdovinos has held numerous important positions in the public and international sectors. He has been Governor of the Central Bank of Paraguay, Board Director of BASA Bank, and Chief Economist of the Central Bank of Paraguay. Internationally, he has served as Resident Representative of the International Monetary Fund (IMF) for Brazil and Bolivia, Senior Economist in the IMF’s Western Hemisphere, European, and African Departments, and Senior Economist at the World Bank, where he was Country Economist for Argentina. In his capacity as Minister of Finance and Governor of the Central Bank, he has acted as principal and alternate governor to multilateral organizations and regional development banks such as the World Bank, the IMF, the Inter American Development Bank (IDB), and CAF. Furthermore, he has taught graduate and postgraduate courses at the National University of Asunción and the Catholic University of Paraguay, as well as internationally at Georgetown University, the University of San Andrés in Argentina, and the University of Chicago, where he was a lecturer in the Master of Public Policy program. Minister Fernández Valdovinos has published numerous articles and book chapters on macroeconomic stability, monetary policy, and financial systems, contributing to academic and policy debates both in Paraguay and internationally. He has been recognized as Best Minister of the Year by The Banker in 2025, Best Central Banker of the Year 2018 by Global Finance Magazine, Best Central Banker of the Americas and Best Governor by The Banker (Financial Times Group) in 2017, and Central Banker of the Year by Global Finance Magazine in 2015, 2016, and 2017.
