Description
Lamia El Moubayed is a governance specialist with a focus on Public Financial Management. Her areas of expertise cover civil service, public procurement, and budget transparency. She is a university lecturer and an expert consultant with the IMF and the WB. She was appointed by the United Nations Secretary General to serve on the UN Committee of Experts on Public Administration (CEPA), a subsidiary body of UN ECOSOC, and was elected Vice Chair.
Ms. Moubayed currently leads a center of excellence in governance and public financial management in Lebanon with a regional portfolio, the Institute of Finance Basil Fuleihan. She is a non-resident global fellow at the Asfari Institute for Civil Society and Citizenship at the American University of Beirut.
Fluent in four languages, Ms. Moubayed holds an M.Sc. degree from the American University of Beirut and Professional Certificates in Strategic Policy Planning from the UK.
