Description

Enrique Díaz Bravo is a distinguished legal scholar and practitioner, Executive Director of the Ibero-American Network for Public Procurement (REDICOP), and Lecturer in Administrative Law at the University of Seville and the International University of La Rioja. He holds a Doctor of Law degree, awarded cum laude with an International Doctorate mention, from the University of Castilla–La Mancha; master’s degrees in Constitutional Law from the University of Seville and in Hispanic Studies from the University of Cádiz; and a Law degree from the Central University of Chile. Dr. Díaz Bravo’s academic leadership encompasses co-supervising numerous doctoral dissertations and receiving the María Zambrano Postdoctoral Fellowship (2022–2024), funded by the European Union and the Spanish Ministry of Universities. His research and teaching have taken him to visiting positions at the University of Bologna; the University of Málaga; Universidad Santo Tomás (Chile); and Florida International University. He has authored several monographs, book chapters, and peer-reviewed articles on public procurement, administrative law, and public policy, and co-edits the Ibero-American Public Procurement series published by Tirant lo Blanch. In 2024, he co-directed the drafting of the “Empowering Sustainability through Public Procurement” Declaration, adopted at the XVIII Annual Conference of the Inter-American Network on Government Procurement (INGP) and the Organization of American States (OAS). A seasoned consultant and legal advisor, Dr. Díaz Bravo practiced as Of Counsel at Mackenna y Cruzat Abogados in Chile and provided strategic counsel to government and private-sector clients in Chile, Spain, Costa Rica, Mexico, and the United Kingdom. He held senior roles in Chilean public administration, including Head of Procurement and Logistics at the Metropolitan South Health Service (SSMS); Chief of Staff in the Valparaíso Regional Ministry of Transport and Telecommunications; and legal consultant to the Ministry of National Defense. His active membership in leading associations—FIDA, AEPDA, ASIDE, and ADAD—along with his membership on Spain’s National Procurement Observatory and as co-founder of Costa Rica’s National Procurement Observatory, reflects his commitment to fostering cross-border dialogue and innovation in public procurement.
