Biography

Thomas Leys is Clerk (Secretary-General) of the Assembly of the Flemish Community Commission (Raad van de Vlaamse Gemeenschapscommissie) in Brussels, the parliamentary assembly of the Flemish community in the Brussels-Capital Region. He heads a parliamentary administration of approximately 20 staff and holds additional positions as Teaching Assistant in Constitutional Law at KU Leuven and as Secretary of the Conference of Flemish Deputy Mayors in Brussels. Previously, he held roles in the Flemish Authorities, Supreme Administrative Court and the cabinets of the Prime Minister and the President of the Senate. He holds a Master of Laws from KU Leuven and has interests in democratic innovation, multilevel governance, and the institutional architecture of the Brussels region.
