Biography
DG Eternal Policies
Emmanuel Saliot is a French senior civil servant at the Ministry of Economy and Finance (Inspecteur général des Finances) with 29 years of experience in the public sector. He is currently seconded as an adviser at the DG External Policies of the European Parliament, mostly on Security and New Technologies. He was previously seconded at the Council of the EU, leading on counterterrorism, cybersecurity new technologies, Sub-Saharan Africa, defense and strategic foresight.
Since 2010 he has been serving at the Ministry of Economy and Finance. He led several audit and consulting missions on public policies. He was expert at the Cabinet of the European Commissioner for Trade, and he hold the position of Chief Operating Officer of the French-African Foundation, a new body aiming to create new partnerships between African and French businesses. He was previously Senior Supply Officer in the French Navy, serving on board warships, as well as at local, central and international levels.
He is graduated from Sciences Po Paris and Free University of Brussels (European Law). He is an alumnus of the European Security and Defence College and of the Harvard Kennedy School (Senior Executives in National and International Security). He holds certificates relating to new technologies from Ivy League Universities. He is an alumnus of the GMF of the US. He is a lecturer at Sciences Po Paris in public policy management since 2011.
