Biography
Youssef El HAIDAOUI, Information Systems Engineer and Head of the Information Systems Studies and Development Department at the House of Representatives, I have more than twenty years of experience in the fields of information technology, digital transformation, and information systems governance within a strategic public institution.
I hold a specialized Master’s degree in Computer Engineering from Henri Poincaré University (Nancy 1, France, 2005), as well as an Engineering degree in Computer Systems and Networks from the Moroccan School of Engineering Sciences (Rabat, 2003). I have further strengthened my technical background with academic training in law. I also hold a Master’s degree in Economic Civil Law and Digital Law (2022) and a Bachelor’s degree in Private Law (2018) from the Faculty of Legal, Economic and Social Sciences in Rabat, which gives me a multidisciplinary profile combining technical expertise with a strong understanding of legal issues related to digital technologies.
Since 2022, I have been serving as Head of the Information Systems Studies and Development Department at the House of Representatives, where I actively contribute to the design and implementation of the Parliament’s information systems development strategy. In this capacity, I coordinate projects related to the e-Parliament, oversee the design and management of databases, lead IT projects, and manage technical teams, while ensuring effective support for users.
